The ENPI CBC Project ALECTOR ( MIS ECT 2617), co-financed by the European Commission is looking for heritage experts to recruit the Black Sea Heritage Observatory.


The Project includes partners from 8 countries:, Greece, Bulgaria, Romania, Bulgaria, Moldova, Ukraine, Georgia and Turkey  funded by the ENPI at 90%  and national contribution by 10%, of the Project budget). The overall project budget is 1.125.744,69 € (ENPI contribution: 691.324,69 €; IPA (EU and National contribution): 434.420,00 €).

The Project is dedicated to the development and promotion of heritage tourism standards in the Black Sea Basin. The Cross-Border Project will be implemented in 24 months and be finalized by 31.12.2015.

The 24 month Project will have delivered by completion date a cultural heritage infrastructure of 46 project-driven innovation tools for the design and delivery of cultural heritage products and services. SCRIPTORAMA, the Project’s Open Street Museum with 90 geo-locations accessible via QR Codes in the territory, an iBook for iOS and Android operation systems and a multivision for the heritage area of the Cross Border Partnership are representative for the Project’s cultural heritage identity.


This legacy is of substantial value to be left without essential representation. A prerequisite for enhancing local competitiveness in the Project Area is the creation of collaborative networks and strategic partnerships local and regional level. The major issue of the protection, conservation, management and interpretation and economic maximization of the wider Heritage Environment has to be communicated to the academic community, key players and the general public.

Upon Project completion the Project Legacy will be managed by the Black Sea Heritage Observatory. The Black Sea Heritage Observatory is an NGO under Bulgarian Law to with seat in Varna.  By project completion will have attracted as member a minimum of 180 multilevel actors bound to the NGO by non-Statutory Co-operation Agreements. These actors from the 3 spheres state, society have access to project results and to praxis validated planning and management tools. They thus facilitate post project operations and ensure viability of project results inspiring similar future actions and follow-up projects in the Cooperation Area.


Experts of any kind operating in the cultural heritage domain independently of sector and background  are asked to recruit the Black Sea Heritage Observatory.

Encouraged are also  young expert with 3 years of proven experience in heritage management, communication, interpretation, culture and the arts or other.
